The pipe needs a lead boot installed as it looks like concrete tile. The lead boot has a sleeve that goes up the pipe and is tucked into the top of the pipe. Sealant is never the answer on a roof to keep out water

I’m also in St. George and this is very common here. I will call them out when I see they have openings. Luckily we get very little rain here so builders and roofers get away with a lot most places don’t. I see it as a normal periotic maintenance task that they will need to address. This way of sealing the flashing around the pipes or vents/penetrations (in my opinion) is not a good method as the heat seasonally or even daily will allow enough differential movement that the sealant is going to fail. I will sometimes see where the pipe or vent shows that it has traveled 1-2 inches up from where it was originally sealed.
