Rules for window height

There are no different answers . Anything lower than 18” from any grade or floor needs to be SAFETY glass . The sliding door is only MADE with SAFETY glass and can go to the floor height . The same will apply to a window with SAFETY glass that can be installed to the floor so where is the difference ?

Look very carefully in the corners, maybe in the right light, for the certification stamp.

Get around safety glazing with a recommendation narrative because finding safety glass in windows with low windows sills is few and far between and scarcer than hens teeth. 'Block in front the window with furniture a minimum 25" high. Install a inside safety guard rail minimum 25", etc.
I report within the rules.

As for what the certification stamp looks like, look at a sliding glass door bottom right or left hand side corner mostly but can be in any corner.

The 2018 IRC continues to require the bottom of openings created by operable windows to be a minimum height of 24 inches above the adjacent interior floor when they are more than 6 feet above the grade outside the window.

Franco, don’t mind Jeffery. He was dropped on his head by falling out a window where the window sill was 18" and opened more the 4" as a child and that number stuck with him. Lol.

Hi , I still don’t understand what he was fighting about and not sure what was that he did’t understand . I am not the best teacher in the world but it looked pretty much self explanatory or it could be that he never really read the entire message . No I really didn’t look EERO for emergency escape rules but I will .
