The service drop should not pass closer than 3 feet to the bottom, front or sides of a window.
What about a service mast?
As I drive through certain sections of the town I live in I have noticed several houses that have the service mast butted to the side of a window but the lines were well outside of the 3 foot area.
The mast (conduit) itself is not hazardous so I would not consider it a problem. If the required clearances were applied to service entrance conduit then virtually all would fail becuase they are easily within reach of the ground.
