I notice some mildew/mold buildup on the siding. This could be be a normal staining that occurs form being in the shade to long. Which direction did this area face? North?
How long ago before you inspected did it rain? Was this area wet?....

North Exposure and there was severe weather about 18 hours prior to the inspection. In the photo it shows the discoloration in the shingles which was wet.

I agree with Chuck, appears to be a mold/mildew situation. Could be a shade condition. Hard to tell from the picture, but it looks to be a vinyl siding. Also the siding is in direct contact with the composition shingle surface with what looks like a caulking material laid in along the joint.
Can not see any visible flashing or counter-flashing. Water and moisture more than likely is wicking up from the backside. Could be some heavy moisture problems behind the exterior siding, most likely caused by an amateur installation. Did you use a moisture meter in the attic?

I would agree with the mold. I would suspect that there is a fiberous substrate behind the siding and it has been installed too low on the flashing and it is wicking water causing the mold. Regardless, it needs a contractor to remedy the problem.

North eh! That explains it, it’s normal wet mildew/mold staining. Also I just noticed Ohio, we have had some kick a$$ weather come through here lately.
Mold on roofs facing the north in this area are commonly found to have this type of staining. Plenty of products that will treat this issue. As far as what the others said about mold behind siding, and flashing, I can go there with the picture.
