What is the purpose of the Styrofoam along the foundation on the outside? There was no obvious sign of any past or current water issues inside from the areas I could access.
The homeowner was not home to ask.

It could be part of a frost protected foundation system. Just Google “frost protected foundation”
I recommend everyone read up on the 2015 Energy Code for their specific areas that went into effect February 2015. Depending on your area, you may be surprised to learn of the new requirements.
