Sub panel shut off discrepancy...

In the main service panel, a 60 amp breaker is installed and serves a sub panel in the garage. In the actual subpanel, a 100 amp main shut off is installed. Other than being an obvious oversight, is this in any way unsafe? Won’t the 60 amp breaker trip earlier anyway?

As long as the feeder conductors from the main panel to the one in the garage is rated for 60 amps or greater it is no problem. The 100 amp breaker in the garage panel is now acting only as a convenient means to disconnect power to the entire panel bus with one throw.
