Can you post a pic from farther back…a larger overview?
That is called an eccentrically loaded footing, and a calculation needs to be performed to determine whether it is stable or not. Also, there are a couple of reasonable solutions for eccentrically loaded footings that don’t involve replacing the footing.
Honestly, with what I can see, it wouldn’t even make my report.

X The back deck concrete support post is not on the center of the concrete support. A structural engineer should determine if this is an issue. That support/post is holding a lot of weight.

To above, you would not put it in your report because the post is fully on the footing, even if it is in the bottom left-hand corner.

Thanks, I get it that I may have been overly cautious in calling this out, but I would rather be safe than sorry. Even if it is never a problem, I don’t want the home buyer asking me why I did not see this during the inspection and having him, along with a dishonest contractor, say I need to make this situation right.

That would not bother me a bit. It’s not going anywhere.
Too many unknowns at this point to determine if the offset footing is a problem. You would need the depth of the footing, soil information and load on the footing to start any design check. Without any visual rotation I would not lose any sleep over this.
