Did an inspection this morning on a roof with shingles that looked like the tar sealant was running out from under them. Wondering if anyone else has seen this before? The attic was ventilated with a working power exhaust and vented soffits. It appeared on the sides with sun exposure.

Could be that home owner did some hand sealing to glue shingles down better, and used too much or not the right material. Is it in a high wind area?
