Twisted Pairs?

Here are what appeared to be two twisted pairs of #10s on a 60 A breaker feeding a range. It has obviously been that way for quite some time (house built in 1980). What, if anything, would you have to say about the arrangement?

I would say that it’s a very unsafe installation. Parallel conductors are required to be #1/0 and larger and that breaker is not rated for terminating two twisted conductors.

My thoughts as well…
