Can someone give me a heads up as to what this may be? 
Looks to me like a sewer line vent that someone didn’t get the right cap for. What is the white base made of, pvc?
Actually, that’s a sewer clean-out with a do-rag or maybe a hairnet so as not to contaminate any nearby foodstuffs.
