Does a vent pipe in an attic always have to be b-vent? I saw a single wall pipe venting a water heater in an attic.

As long as it has proper clearance, single wall is okay.

No single wall vent in attic or cold or concealed space. IRC2426.7.6 and UMC815.1

There is a heavier flex pipe that is approved for gas vents. Can’t tell from the photo though.

This material is approved for gas appliances, however, it is not allowed to pass through walls, ceilings or roofs. Nor is it allowed to pass through concealed spaces (crawl spaces, attics, etc.)
