Wall construction

Fellow Inspectors,
A friend is installing an air handler on a platform on the second story of an older row home. The plate for this front wall is parallel and about 4" off from the closest floor joist. There is a single plate at the top and studs 16" on center. I would like to see a double top plate, but the framing inspector passed it as is.
Any thoughts?? Sorry no pictures

You know we like to see pictures! Even than it is sometimes difficult to make an accurate assessment of defect.
