I inspected a home with a pipe coming from the washing machine drain line into a stream in their backyard. They are polluting the stream with detergent. I am sure this is in violation, but I did not find it in the IRC code book for one or two dwelling homes. I think the machine has to drain into their septic tank.

In most states it is illegal to run grey water onto the ground and defenitely illegal to run it into streams.
This is usually enforced by your state department of environmental resources (DER). The laws governing each state are different. If you don't get any satisfaction from them you could check with the EPA.
