Water heater in bathroom utility closet

This water heater was provided with combustion air by a 4-inch vent coming from the exterior and terminating near the burner chamber. I found many things wrong here but wanted to solicit some more comments. The TPR pipe formed a beautiful U, went up about a foot through eight 90? elbows, and terminated outside.

(abridged) "the discharge pipe shall not be trapped…the discharge pipe shall be installed so as to drain by gravity flow…
