Water heater in garage or closet?

I wanted to know if a closet door in the garage was enough seperation from the garage to exempt a gas water heater from having to be 18 inches from the floor. The closet was also a storage closet. The water heater was eleated but not the required 18 inches. Any help is greatly appreciated.

The answer is no. If someone opens the closet door, fuel vapors can enter the closet and be ignited. Any source of ignition on the water heater should be elevated to 18"

Plus the fact that you would have no combustion air for the water heater if the closet was sealed well enough to keep vapors out.
