Yes, the water heater pvc drain pipes should terminate with a 90 degree elbow facing down within 6"-12" from the ground. In addition, they should be painted for UV ray protection.

That appears to be the drain for either a water heater overflow pan (not the T&P valve drain, although the T&P might terminate in the overflow pan properly) or an a/c evaporator coil condensate overflow pan. Neither need extensions to the ground. In fact, you would not want that in this case, you want to be able to clearly and quickly see that the drain is working thereby alerting you to a potential problem. If seen dripping, then the problem could be either a leaking water heater or a clogged main a/c drain line.

I agree with Michael. The 6" to 24" termination rule only applies to TPR valves. Normally the condensation and or water heater over flow pan drain lines discharge over windows or patio doors, so as to alert the occupants of problems in the attic. icon_idea.gif
