I’m not sure if they are still doing it but last summer an inspector I communicate with got a domain name and a web site from Professional Equipment.
They registered his domain name in their name and it took him some doing to get it changed back. Couldn't get changes made. Several problems. Most of the sites I've seen done by them are pretty generic with your name inserted.
They spam me a lot too. I get about four copies of whatever they send out. Requests to be removed were ignored. Though I must say, I haven't got any from them recently that I remember. Maybe it's just going to my junk folder.
I would encourage you to register your own domain name before considering this option.
I use the Tripod package for my web site. Very user friendly and you don't need a lot of html knowledge to work it. But beware, register your domain name yourself with someone like namesecure.com, etc before you do it and then redirect to the tripod site. If you use them to register your domain name with your package, they get to deactivate your domain name if you cancel your account. (some legalese crap about the domain name being part of the package.) Tripod offers a free web hosting service if you let them put banner ads on your site. I'd try this first and then after you decide you're happy with it, upgrade to a paid account to get rid of the banner ads.
Only do this if you're comfortable designing your own site. If you're not, get someone like Chris to do it for you.
Chris is right about staying away from a lot of Flash stuff. It sucks on older computers and dial up connections. I get really irritated when I want to see a site and it has a Flash Intro. I usually just leave and go elsewhere.
You can upload reports, but why. Just e-mail them.
After you get it up, beg, borrow, steal some time on other computers and browser packages to look at your site. It may look great on your computer but absolutely suck at different screen resolutions and browser packages.
Search this site. You'll find a bunch of stuff on web site develpment and hosting services.
