The IRC will give you span tables but I would be looking for the association rule book for the specific specie of wood. Try the WWPA for northern species like spruce, hem-fir, doug fir, etc. or try the SPIB for southern species. The link as I remember for the WWPA is www.wwpa.org

The IRC does not give allowable point loads for framing members … only allowable spans for typical uniform loads.
IRC E3904.5 does state that typical outlet boxes are allowed to support fixtures that weigh up to 50 pounds. The outlet boxes need to be listed and correctly installed, with adequate attachment to framing members ... or that chandelier may end up on the dinning room table ... 
Per the IRC any fixture that weighs over 50 pounds needs independent support ... and that probably should be designed by a professional.
