If I am reading that turgid prose correctly, the message is that manufacturers and builders are responsible for ensuring energy efficiency, but not home buyers. Where is the incentive for the home owner to take care that energy is not being wasted?
Make the manufacturer responsible for actual performance matches the advertised performance, make the builder responsible for installing according to specifications and make the home owner responsible for managing energy consumption.
