Looks like they sprayed in Foam to stop an air leak .

I agree with Roy spray foam around the conduit penetration through the wall.

Although it’s often overlooked there should also be something on the inside of the conduit to keep air from moving from outside to inside and vice versa.

Yup, we still use duct seal today to seal conduits that go from the exterior to the interior. Not using it (or something) is one of the more common violations that I see.

IMO, foam seal is great for air sealing, but not so great for moisture sealing. The excess foam on the exterior needs to be scraped away and sealed with a urethane sealant.
