OK sparkies. At an inspection yesterday, inside the SE panel there were some small pieces of what appeared to be foil glued to the back of the box

Those look to me to be factory installed ‘seals’ to keep water out of the enclosure. Cheap but effective.


As far as the cardboard it is not really cardboard it is some sort of fireproof insulating matrial.

It's purpose is to keep wires that are put to far in the neutral bar from contacting the enclosure causing the neutral bar to be 'bonded' to the enclosure.
