The difference is, CA wasn’t built for this type of rainfall (15 inches in the last 5 days).

I feel bad for all of you in CA that are dealing with the rain. That really sucks.
But the same storm has dumped 120" of snow in 7 days on the mountains at Lake Tahoe.  I will be up there next month to ski. Can't wait.
