Yellow conductor used as a neutral?

The conductors with the green and yellow sheathing had some strands removed in order to fit under those lugs in this electrical service panel. Is yellow an acceptable color for them to have used underneath that particular lug? Seems like the yellow-sheathed conductor was used as a neutral conductor. This panel is feeding a manufactured home.

The neutral cannot be yellow but the color isn’t the worst problem with this mess.
