The main panel outside is 200 amp. The sub panel in the garage is 225 amp. Is that an issue?

How did you determine amperage? What size is the main disconnect? does the sub panel have a disconnect? If the feed wires are the correct gauge 25 amps likely does not create a problem.
No issue if the conductors between the 200 amp circuit breaker and the panel are the correct size.
You can only rely on the wire gauges to determine service capacity. The 225 rating of the sub panel only indicates the maximum capacity that panel is rated for, not what is currently installed (determined by the feeder wire gauge).

You haven’t provided enough information to be able to give you a definitive answer. If the feeders are on a properly sized circuit breaker, the rating of the breaker in the sub-panel is irrelevant.
