I just remembered a GE plastic main panel on a townhome exterior built in 1995. It had all gas appliances so the service was 90 amps. The plastic panel had just one 90 amp C/B (rare?) that fed the interior sub panel.
These plastic GE panels should have been recalled since they start melting really easy.

For some reason articles about Zinzco’s problems are very hard to find. There are a few out there about FPE, but not Zinzco. The best I’ve found is in Electrical Inspection of Existing Dwellings, but it’s copyrighted material so I can’t quote it here. Even that isn’t a large article. Have you tried the inspect-ny site?
Jeff, how can you use a harsh, unforgiving word like "failed' to describe the Zinzco design? You're supposed to be PC in CA, no? Bringing PC to HI through BS
I don't have any "supporting documentation" nor do I know if any exists. My recommendations are based on training, education and personal experience.
My training helped me to identify the panel board - my education made me aware of the potential problems - my personal experience has uncovered defects in 80% of the Zinsco panel boards I've come across.
My area is littered with these in many shapes and sizes. I inspect three or four a week.
If I do come across any documentation, I will be sure to post it for all. Maybe in a few more years, I'll have enough experience with these systems that I'll write my own "evaluation."
