  1. The same holes are used to secure the cover whether flush or surface mount. Where is the violation?
  2. Exposed NM is not a violation.

Hard to say it would fail is in this aspect.

It is up to the local authority what to require. The NEC only says that work be neat and workman-like and that equipment be firmly attached to the surface to which it is mounted. It’s generally understood that it’s impossible to firmly mount anything to drywall, thus a more substantial surface is required. What that is is up to the local authority.

I appreciate your work in supporting facts. My experience in this area comes from 25 years of civil, utility, industrial, commercial and residential installations.

  1. We will pretend that this famed panel is outside. Few see a problem with its installation, which is OK.
    I see an ungrounded metal box with energized components sticking out approximately 8" in the open air, waiting for the sprinkler system, rain and lightning.

  2. The Code Book gives rules in regards to protection of life and property. It is not a How To book for electrical construction.
    For Example: You are correct that Romex (NM/NMC) can be ran exposed, however, the installation of good workmanship does not interpret it that way. Again, Romex can be ran plenum, which is exposed, BUT in the walls, ceiling or attics of homes. It does not need a raceway in these areas.
    It is, however, below workmanship to run Romex along walls like Christmas garland.
    All who is reading this may have Romex exposed INSIDE of their walls, but hopefully no one has it visibly EXPOSED running from receptacle to receptacle, to electrical panel.
    This is why I called out the Romex running to the sides of the panel.

Again, workmanship is subjective and unenforceable. NM shown closely follows the building surface and meets the criteria of the code rule, not some entirely arbitrary opinion.

Grounding may have been at the meter and provided by metallic conduit.

It is obvious that this panel is set up as a distribution panel, with grounding, and a back fed breaker. An inspector would have caught that…
