Does IRC R311.5.3.1 refer to deck steps also? If not, where would I find that information?

This would apply to any steps pertaining to the One and Two family Dwellings.
It is just as important at the exterior of the home as is in the interior.
Note what you see, apply it in your report and move on to the next.
