I saw these all the time, when I owned rental property.
The tenent doesn't pay their electric and it gets shut off.
They then run a cord like this from the common hallway outlets and plug the other end into one of their outlets.
Presto, free electric, courtesy of the landlord.
Whenever I saw this, I would immediately call the cops and have them document it. They I would remove it and cut it up while the cops were present (most tenents got REAL mad and it was good to have the cops there).
Then I would cal my lawyer and get him to file for an emergancy eviction based upon safety concerns. Could usually have the tenent out in a week, all legal.
One time, the tenent was a women with 4 small children and many men (know what I mean?). The cop who came was a friend and he arrested her for reckless endangerment, had the children taken to DCFS and I had her evicted.
