Yes a breaker in the panel can serve as the disconnect.
It has to be 'within' sight.
It would have to be a breaker with an ampacity that matches what the label on the unit requires.
If the label specifies only fuses you have a problem.

No, I do not have any idea what that means.
When I wire a unit there are three things I look for on the tag.
1) Voltage
2) Minimum circuit ampacity
3) Maximum Overcurrent protection.
I do not look at model or serial numbers.
Maybe someone else has the info or you could try and get the info from the makers web site.
