HDPE perforated drain pipe for sump/perimeter drain.
If it is meant to be a floor drain for the garage, you might want to check local codes for oil/water separator depending on discharge point.

Never have seen that in a garage. Is the foundation slab-on-grade?

As @mcyr said, it is likely a floor drain meant to drain water from the garage floor. Was the floor sloped slightly towards it?
I have one just like it in my garage, except I don’t have it tiled to the exterior. The water just soaks into the dirt at the bottom.
