That’s where the problem lies, if the framer want to do part of the roofing system, they should install the drip edge also. Or, schedule the roofer to come in at the right time.
Back when I was a kid 55 years ago, it did not matter because we built the house and did everything. I remember the flashing under the paper at the eaves, but don’t on the rakes.
The framers probably would do it…if they would pay them for it…provided the roofers wouldn’t complain how they did it…I did meet one builder around here who gets the roofers to install the roofing paper…but the issue there is it could rain before the roofers get around to it…which could create another set of problems…
