Uh no? Wire splices is the correct answer. Splices are allowed in the panel. Breakers have to be accurately labeled per NEC.

My bad, I assumed that the splices were hot and not properly protected, which is why I went with inaccurately labeled breakers as the answer.
So really, there are two correct answers, if one assumes that the wires are hot and aren’t properly protected.
