At first glance I had thought this to be a temporary setup for holiday lighting.
Turns out that the receptacle is used to tie in 2 power supplys from a gas powered generator and then connected to a manual transfer panel within the home.
Nice work by the home owner. They may kill someone working downstream when an outage comes.
I guess it was nice of them to leave the wires exposed so every one would see them and keep the shovels away.
