The first picture is an exterior sub panel with the neutral and ground not seperated. Also it appears as though the neutrals and grounds are in the main panel. I’ve never seen this, I checked with a master electrician and he hadn’t ever seen it either… have y’all?
The panel requires a separate EGC bus and the moving of the EGC’s off of the neutral bus. Also the neutrals for these branch circuits must originate in the sub-panel.

That almost looks like a breakout or a backup generator where the sub panel is fed by an automatic transfer switch.
