Not yet, but there are many Amish in my area of Pennsylvania. An old electrician once told me that the original watt/hour meters in Reading Pennsylvania were coin operated. The home owner would go outside and drop a nickel in the slot and receive a few hours of power.

This is making a come back now with high prices for power, energy conscious consumers can have a meter installed that shows exactly how much power is costing them on an hour to hour, day to day basis, I am sure the coin operated, or "debit" or "credit card" operated meters are not too far behind.
