Well, part of the ceiling in the garage is fire rated, but Harry took the wallboard down to do some wiring ,and replaced it with 3/8" plywood with 1/4" gaps between sheets. As you can see in the pic there is also a nice hole between the garage attic space and the living space. Does that make more sence?

Jeff is absolutely correct. Typically the fire rated wall is always between the Garage and living area in the attic. This area has to be fire rated and where there are any penetrations, such as electrical wires, etc. they have to be routed through conduit and properly sealed using fire rated adhesive.
