The floor joist are nailed through the rim joist. I would still call this out and recommend adding proper joist hangers for additional support.

It never hurts to add hangers…
The band joists on the cantilevered end provides lateral support to keep the joists from rotating, but it’s not acting as a beam.
See those gaps? That is why I like joist hangers in this situation.
Are there guards attached to the rim band?
It’s not a balcony, just a deck with two span joists with a cantilevered over hang.
There’s nothing wrong with adding joist hangers, but I see no requirement to use them in this case.

There is a deficiency in the way the rim joist/band board is fastened. An image further back may expose more of the same poor workmanship that should be reported.
