Other than the colors which are bad enough and would seem to indicate homeowner wiring and possibly other problems, I would be concerned about how the red and black grounding conductors are connected. If the ground rod is THE grounding electrode, then the GEC should not have any splices (unless made with an irreversible compression fitting). That would seem unlikely. If the ground rod is supplemental to the water piping then the GEC connection to the piping is supposed to be accessible. As you didn't mention it, I assume you found no such connection.
I believe you have more than enough unknowns to call for Sparky FE.
Just my take...as usual, the real electrical gurus here wil probably have a better opinion.
