High-Efficiency Water Heater Discharge

Yesterday I couldn’t figure out what may have caused a brown crusty-like once liquid to come out of PVC joints on a 1999 high-efficiency water heater. This “by-product” was also on the top of the water heater. I couldn’t find anything above that area to indicate (what I would think it to be) sewage leaking…or can joint glue look like that from the WH discharge over time?

with different color of elbow and pipes it appears they reused old pipe from a drain or something and didnt bother to clean it , but no there is nothing that the power venter would be pumping out that would cause this

could just be dust and grime sticking to the glue drips.
did you do the lick test?

That’s just wrong
