The hose bib is located between 2 egress window wells. Getting to it is a bit awkward especially when the plant nearly in front of it is obstructing it.
Is this something I should write up? And if so, how?

Those wells look awfully deep. No safety rails installed to prevent an accidental fall into the well. Hopefully hand rails on the hidden from view side. Is that a wooden retaining wall?

I wouldn't. You'll get to see hose-bibs "buried" behind much more mature shrubs. If it's functional, without any other problems, and can be reasonably accessed at all I'd let it go. I'd imagine someone mowing, or simply walking in the yard, would be more likely to break a leg in the unprotected wells than when they are facing the wall using the bib.
I might verbally suggest that my clients don't water at night after a few drinks though!

A condition not often known in the southern states In the pacific northwest where I live, there are 4 seasons which provide a beautiful changing appearance of the area through-out the year. Freezing is the result of tempuratures below 32F or 0c and water in which is frozen. We had 23f last night briefly but the sun this afternoon is giving 43f which means no ice left over from last night.
