Andrew, there is nothing wrong with this type of additional support, however the piers all just incorrect, not only are the CMU's improperly used but also I'll bet there is no footing under them.

I would be recommending further evaluation and replacement of the supports by a licensed GC.

It is somewhat comical sometimes what photos you guys put out.
Hard to believe this type of work goes on.

This is now doubt a homeowner special. The block work was installed in a manner where it is at it's weakest link, the termite shields were installed on two of the three that I see, and no footing support under the supports is probably a given, and the joist system framing is undersized not knowing the span.

I would recommend a Professional Engineer to look at and/or a qualified General Contractor qualified in structural residential framing.

If the original span appears ok just write up the block orientation and be sure to mention that the modification may be there to correct some type of problem with the floor. It could have been popping, squeaking etc. due to improper attachment of the subfloor to the joists.
