Basically the refrigerant in the suction line is at a temperature below freezing and below the dew point. Why? The evaporator coil can be clogged with ice due to little or no air flow (clogged filter) or there is a low charge of refrigerant in the system most likely due to a leak. Either case calls for technician to find and repair the problem. Most residential systems operate around 45 F degrees.

In this area it’s mainly a dirty air filter or dirty inside coil. When I lived in Kentucky, I ran into a few that put a rug over most of the central return that was located on the floor.
