Incomplete garage floor protruding foundation and cables in the garage attic

Hello all,
Your help would be appreciated on how to address these garage observations from my inspection of a newbuild, with related photos provided.

The first thing is the incomplete garage foundation: one side wall has about 30% done and the other side is 100% done, and the front side (where the fire door installed) has zero. Also the water heater area (this bothers me, because the protruding section is installed here, the water heater has to be reinstalled). I can comment: 1. trip hazard 2. contact the builder.


Another thing is the crossing yellow cables in the garage attic entrance (this needs to be addressed in the report). Because the ceiling is not suitable to stand on, I had to be on the ladder to give the inspection. Besides the yellow cables cross the entrance, on the attic inside there is another white cable ~ 3-4 in from the entrance. Do I need to address this as well? Many thanks again!


Just write what you see. If you feel that it is incomplete say so. If it’s a workmanship problem say so.

Interesting foundation. First the curb is not serving any useful purpose since the garage floor was poured below the foundation top. At most I would make note to have the Builder explain why they did that. Next…

  • I would not call it out as a trip hazard although you are free to do so.
  • Can’t tell from your picture if the floor has proper slope or not?
  • Why does the water heater have to be re-installed? From your only picture there is no visible curb in that corner. Even if there was there is, from your only picture, no apparent need to.

There are other issues there that you may already have picked up on.
The garage floor was obviously a second pour from the foundation itself. Is that a slab foundation?

  • In any case the isolation/expansion joint was properly created but was not sealed. That is to help prevent water migration that can occur along the isolation/expansion joint.
  • Not sure what the red piping (?) is but I expect it was for the TPRV? If so first it is discharging on that isolation/expansion joint. Not a problem if it never drips or discharges. Also what type material is it and is it approved for that use?

Next to the cabling across the attic access point. That appears to be Type NM electrical cable. Regardless nothing should be running across the access point as it is now not safely accessible.

For the last item the picture is a bit washed out to read the labeling. If is is electrical cabling it would be required to have protection if within 6’ of the access hatch opening.
