Does this flue setup look OK to you guys? The large B-vent is coming from a gas fired steam boiler. The smaller flue is coming from a gas fired household hot water boiler. My main concern is that the smaller flue is going directly into the larger flue, instead of going directly into the chimney. Is this an issue, or is this install OK? Thank you for your help!
P.S. I am aware that the small flue has as an improper connection where the pipes are connected the wrong way. (I will call this out).
I’m not familiar with boilers and how often they run. My first question, (for my own understanding) is which way will the WH vent when the boiler is not running? 
Gravity atmospheric up at that angle? With a T connection?
I think it is ok, it will draft. But the rise is suspect like @tglaze mentioned
But, we obviously have a plumber working in that house that has no idea how to solder. I would question everything, lol.
Is that green duct tape on the boiler vent?

The vent from the boiler is overlapped in the wrong direction. Flue gasses will leak past the joint.
