Is this still considered an extension cord if its hard wired into the junction box?

Came across a gable power vent today that had an extension cord hard wired into its junction box. Any thoughts on this? Thanks for the help

If it’s connected to a permanently mounted fan then it can be argued that it’s a substitute for fixed wiring which is prohibited. If it came with a factory cord and plug then that wouldn’t apply unless the location prohibited cords.
