I recommend that all exterior wall penetrations are properly sealed. They all have one thing in common, they can allow water intrusion.
I recommend to have all unsealed exterior penetrations sealed.
I agree, and not only water, but air, although water can do much more damage.

Anytime a penetration is made through fire blocking, draftstopping or a waterproofing assembly, the integrity of the assembly should be maintained.
Exterior receptacles should be equipped with a weatherproof cover that come with a gasket that should seal the cover to the wall covering.
