Had a call for an inspection and the buyer wants a lead paint test I figure that the swabs are the best way to go but I have no idea what to charge. Also what is the best on site water testing kit and what is the going price for that

If you are not licensed by the Indiana Dept. of Health to do lead paint testing you had better sub the lead paint testing to certified people. I would also sub the water testing as the kits are very limited in what they test for. You are talking law suits in the making.

Tom is correct. Every state and the federal government require that you have an EPA certification for testing lead. EPA lead inspectors must cary Liability insurance of around 1,000,000 dollars in order to protect themselves as I have. It's nothing like testing for mold. Though Mold should have a certification to but it does not as of yet. Here is a clip some state law. Hope that helps.
?203.4. Certification procedures and requirements.
(a) Federal requirements. Applicants for certification shall meet the EPA certification course requirements in 40 CFR Part 745 (relating to lead-based paint poisoning prevention in certain residential structures).
(b) Certification of individuals. An applicant for certification in a lead-based-paint occupation shall successfully complete a lead-based-paint training course accredited by the Department and pass an examination approved by the Department. Applicants shall submit a completed application on a form provided by the Department, along with the appropriate fee designated in subsection (d), and a copy of training certificate required under EPA regulations. The Department will not process an application that is incomplete or submitted without the proper fee.

- Over the past 13 years I’ve been licensed as a lead inspector in 3 different states. Never had any of them have any type of requirement for us to carry ANY type of insurance for inspecting for lead or the license itself.
