Brad I sincerly hope you are wrong, the joists should be on hangers nailed to a significant ledgerboard that is lag bolted into the main structure.

do you have any pictures of this installation ?

Brad; The IRC only states that joist shall be supported by approved framing anchors or on ledger strip not less than 2 inch by 2 inch.
Nailing is not quite specified, but, should be of a minimum of 10 D nailes at 8" centers.
