Load Miser info?

Does anyone have information or experiences with load miser devices?
I think they are used to prevent overloads by cutting power to the water heater for example when a dryer or oven is turned on. Are both preferred and non-preferred loads on the same conductor? Are the switches operated by solenoids? Are they safe? This one could be 50 years old, 100 A service, 1966 home.

This is what I write when I see load controllers John. The ones I see are all older than dirt and if they are still working, annoying as hell.

The panel employs an electrical load controller that we do not have the expertise to evaluate. You may wish to have an electrician evaluate and or remove the electrical load controller.

Thanks Brian. Am I right to say that eliminating this unit entails running at least one new cable from an additional breaker in the panel?

I do not think that is correct.
