I am reporting these shims, not primed, not welded or bolted together and out of plumb. My question: Is there a maximum amount of shims that can be placed? I usually only see 3-5 shims.

Well that’s a first for me. Did they raise the house or were they short on concrete? Looks like they used a bent string to line up the piers too.
lol I think the not primed part is moot…
I would be more concerned about the shims being off center, which is exerting more pressure on one side of the column than the other.
Forget how many. Report it, show a pic AND refer to a licensed. competent foundation contractor to evaluate and repair.
